In this case, I'd say it means it is a very active project: a lot of work being done on it, it's not sitting idle.

ALT+0191 on Windows.

If you ever need to know things like this, look in Accessories->System Tools->Character Map.

If you Alt with a 3 digit number (as opposed to the 4 digit number you had to get it) it will equate to the ascii of the 3-digit number you type.
Looking at the ascii table windows uses (http://www.asciitable.com), i get the ¿ symbol using ALT+168 (and you can see that this symbol is 168 in the ascii table).

Press and hold ALT. While holding ALT type the numbers 168 on your keypad (for some reason using the numbers above the letters on my keyboard doesnt work...), making sure Num Lock is ON.
Then release the ALT key.
