That wiki page is for Ogre 1.x and it does work with the latest Visual Studio quite well.
I think there is a similar page for 2.1+. Basically just use Cmake gui with the git pull of the 2.x branch and it should also work well. I did it a few months ago but am currently playing with the 1.x branch again (mainly because I read for Android 2.x is not as stable).

The official steps for building Ogre 2.1+ are in the manual (Youtube Video). Though they need to be updated to point to git instead of using hg.
These steps are the same for VS 2008/2010/2012/2013/2015/2019; the UI has mostly changed in colour.
You may prefer the quick start scripts (2.1, 2.2) since they do everything in one click.
Ogre 2.1+ cannot currently target Android. See supported platforms table.
