Not directly no.

You have to convert the FBX file into a Ogre Mesh via a converter.

so do this kind of tools exist?or should i write one? What is the format of ogre3d mesh? Any specification?

I think you can import FBX files into Blender, which Blender has a Ogre exporter.


There are the binary .mesh and xml .mesh.xml schemas in the Manual I think, but as Blender has an exporter, and likely to have an importer for FBX you won't need it.
