Collada is a data exchange format that holds infromation about the textures, meshes, materials, and other scene information. The new 1.4 spec is going to have support for shaders and physics. The there is still a bit of work to be done integrating all the parts toghether, but it looks like you want that anyway

Blender is the tool, Collada is the format, and nfz's ogre collada pluggin will help you get your stuff into ogre. I am not sure on the status of the pluggin and Blender's collada support but Nfz already has some impressive screenshots.
