Blender is the tool, Collada is the format, and nfz's ogre collada pluggin will help you get your stuff into ogre. I am not sure on the status of the pluggin and Blender's collada support but Nfz already has some impressive screenshots.

Collada is a data exchange format that holds infromation about the textures, meshes, materials, and other scene information. The new 1.4 spec is going to have support for shaders and physics. The there is still a bit of work to be done integrating all the parts toghether, but it looks like you want that anyway :).

i dont quite get what u want

from what i can tell, you want a simple mesh editor, that when u want to preview it, u click a button itll open up a program that can view it using ogre?

right..

when u say export the geometry? u mean export it from the editor to a file yes? and when u say
the engine can relate to it in all functionality from the one file,
you mean, ogre being able to load the file and use it? or what exactly?
