Precision...
Suppose you'd like to rotate something, exactly 90 degrees in y direction.
Can you do it from the command line? Like rotate("LeftArm", 0, 90,0)?
I mean can you actually type in the rotation degree you want, instead of manually trying to rotate stuff around?

You should really read the basic 3dsmax tutorials...
2 possibilities:
- activate angle snap, and then you do the rotation manually. Very fast to use, especially if you need 'standard' rotation ( like 90 degrees)
- right-click on the rotate button, and then you can choose the angles
