At the time Mr. McCain was born, the Canal Zone in Panama, where he was born, was under the sovereign jurisdiction of the U.S., starting in 1903, until Jimmy Carter gave it back in 1979.
This is where he qualifies, as the Canal Zone was no different from any of the territories of the U.S. This issue came up when Barry Goldwater ran for president. He was born in Arizona before it was a State, and the US Supreme Court ruled in favor of his qualification. That he ended up losing the election is irrelevant to the precedent. This is why you see nothing but some election year talk about McCain's birthplace.
I was in grade school when Alaska and Hawaii became states, those born there in 1951 would have the same status as Mr. McCain does regarding the constitutional requirement of being a "natural born Citizen" to be eligible for the office of President or Vice President.
In all the talk about "Ahnuld" becoming eligible for the office of President, it would require a Constitutional amendment. There have been but five amendments in my lifetime, less than one a decade on average, so he might be as old as McCain is by the time any changes got made.
