Hi friends, I am new here. Hello :)

my problem is I am going to change a new laptop. And I use it for 3D programming. Do I need to buy a laptpo with Dedicated
Graphics card? They are more expensive. Does a onboard Graphics card works as well? For example, ATI Radeon HD3200, it support DX 10 and shader 4.0.

Yes, onboard ones work as well, however they are slower as the card itself has no own memory, but has to use the normal RAM of the laptop.

I use a laptop that's about 2.5 years old. The specs are a 1.6 GHz AMD Turion64 TL-50 (Dual core), 1 GB RAM, and an ATI Radeon Xpress 200M. It works fine for developing stuff with Ogre. Granted, my applications aren't that terribly cutting edge, they do use a substantial amount of processing/GPU power at time and this thing keeps up fine. When I purchased this it was $800, so anything out there today with anything besides like a GMA950 should do just fine (I don't know how the GMA950 actually performs, but I see it a lot in budget laptops online).

The GMA 950 is really, really unsuitable for any modern 3D. I forgot the name of the next step up, but it has an 'x' in it, and it's also pretty bad but usable.

If budget is a concern, unless you absolutely must have a laptop, you should look a building your own desktop instead. For $500 in parts from Newegg you can build a very capable computer. For $8-900 you can build a great computer.
