Is it possible to translate, position, and/or rotate terrains?

You can set position on a terrain or set the origin of a terraingroup. I don't think you can rotate.

It's pretty common to not be able to rotate terrain on any of its axes. Try to do the same in Unity for example.

why don't you rotate everything else instead, like your base scene node?
So, you would generate the feeling that your terrain is rotated.

Can anyone give more insight as to why it can't be rotated? I'm assuming it has to do with the internals of the Scene Manager and how it optimizes for terrains?

Optimizations to height retrieval and ray intersects as well as other benefits I'm sure ... being world axis aligned makes a lot of things easier. This isn't specific to Ogre terrain. None of the commercial middlewares allow you to arbitrarily rotate the terrain.
