Try posting classifieds on gamedev.net, gamasutra, the other industry specific sites, and the various reddit communities. Maybe even hit up a few IRC channels like ##opengl on freenode.
Shaders are a bit niche, so you will have a hard time finding someone who specialises in it. Very few people learn how to write them these days because everyone is using Unity or UE4. Not to mention the industry is having a boom in the number of development teams and games thus causing a shortage of people who know shaders well. It's probably the hardest job to fill a roll for.
