Since I dont have 3DS max and chronos is currently DOA, There's really no alternative for an ogre scene editor. I have heard the term dotScene format getting thrown around but admittedly I know nothing about it. If there is a working standalone ogre scene editor out there, please let me know.
For the time being, im planning on constructing my scenes manually. Since there is no apparent alternative, I will be "soft coding" my scenes using a simple AngelScript Interface. This will provide the most flexibility although I admit it might be overkill. Mabey later on i will write my own scene/material editor to export AngelScript scenes but for now im just working on integrating AngelScript with Ogre to allow loading/placing/editing object via scripts.
No scene editors for ogre... :(

theres the MAGE editor, dunno how usuable it is..
but the main thing is, as its been said alot of times before, ogre is a graphics engine, what good is a level editor that you can only place graphics down?
level editors etc are usually made with game engines, like Yake, or OGE (OGE hasnt been started yet, but we will have our own level editor)
so dont expect that many level editors directly for use with ogre to appear..
you could always write your own one tho?

FreeWorld3D will let you work with the standard Terrain Scene Manager and edit terrains in the editor in real-time as well as placing .mesh items around the world and saving to .scene with the appropriate terrain config file.

I think Blender is a perfect choice: high-quality and the price is right!
There is excellent Ogre support for Blender: export and import python scripts - and a dotscene exporter as well.
