Manual control of Z-order for OverlayContainers

Just a small feature, it would be good if you could control the Z-order of OverlayContainers. At the moment it seems to be based on order of creation, however there seems to be random occurrences when that changes and stuff gets stuck behind other panels.

Sibling containers and elements all have the same zorder. zorder is incremented as you go into child containers to ensure the render order of parent/children.

It's not that trivial to change this since all zorder is derived from the zorder set on overlay for the moment.
