GIMP: Free but quite basic brushes and tools.
Adobe Photoshop: Most used image-treatment software ever, as I understand it. Great brushes, simple controls and loads of features for a ton of things (from retouching to painting). Corel PaintShop Pro is quite similar, but not very good to paint.
Corel Painter: Lacks most of the image retouching features of PS, but on the opposite side, has the best (by a big difference) feel of traditional painting.
There are others (SAI, OpenCanvas...) but have been years since I tried a trial version of them.

On vectorial drawing programs, you have an even wider range, with Adobe Illustrator, Corel Draw, or even Autodesk AutoCad.

What exactly do you want?

Photoshop or Corel Painter. Depending on what kind of work you want to do. Photoshop is king for any kind of image editing, and ok for drawing painting. Painter is the best for any traditional kind of painting and emulating natural media. If you have both you really can't go wrong
