Opensource Euphoria Engine

Thanks to http://www.naturalmotion.com/euphoria.htm for bringing life in games...
Now it's time for an open source library to emerge from the reverse engineering of this engine.
I understand absolutely nothing about neural networks (NN) but i'm sure that somebody in this community is able to implement a solution.
Virtual muscles controlled by some magic NN to mimic some behaviour and give us ability to switch/blend with normal (skeletal) animation.
This must be possible.
Me wants it to exist.
Dynamic motion synthesis. the name says it all.

Can somebody skilled take a look at it and spawn some code for us to play with ? :p
